The assumption that larger packages are cheaper per unit is frequently false. Retail pricing studies find that the largest size carries a higher unit price than a mid-size option in a substantial minority of categories, particularly where the large size is the one on promotion elsewhere in the store or is the default for subscription purchase.
Shrinkflation complicates year-on-year comparison: package contents fall while the price and the packaging dimensions hold, so the unit price rises without any visible change on the shelf label. Many jurisdictions require unit pricing on shelf tags for exactly this reason.
