Overview
Jeonse is a Korean lease in which the tenant lodges a large refundable deposit and pays no monthly rent, the landlord taking the return on the deposit as compensation. Converting between a jeonse deposit and a monthly rent applies a conversion rate (전월세 전환율) to the portion of the deposit being exchanged, and the annual figure is divided by twelve to give the monthly amount.

The rate is capped by law at the Bank of Korea base rate plus 3.5 percentage points. With a base rate of 3.0 percent, the ceiling stands at 6.5 percent, which limits how much monthly rent a landlord may demand in exchange for reducing a deposit. The cap binds on conversions during an existing tenancy rather than on the terms of a new contract.
Semi-jeonse (반전세), combining a reduced deposit with a monthly payment, has grown as interest rates made pure jeonse less attractive to landlords, and the conversion rate is what sets the exchange between the two components.
