Overview

Korean property acquisition tax (취득세) is assessed on the contract price, or the official assessed value where that is higher, and is accompanied by two surtaxes collected in the same filing: a rural special tax of 0.2 percent and a local education tax. A first home is taxed at 1 percent up to 600 million won, 2 percent to 900 million, and 3 percent above that.

The band applies to the whole price rather than to the slice above each threshold, which makes the schedule a step function. A purchase priced one won above 600 million won attracts roughly six million won more tax than one priced at the threshold, and contract prices cluster just below each boundary as a result.

A second home in a regulated area (조정대상지역) is taxed at 8 percent and a third at 12 percent, while the non-regulated schedule charges the base rate for a second home and 8 percent from the third.
