Overview
New apartments in South Korea are sold at a regulated price that usually sits below the resale market, so demand is rationed by a subscription score (청약가점) rather than by bidding. The score sums three components to a maximum of 84 points: years without homeownership at two points each to a cap of 32, household dependants at five points base plus five per member to a cap of 35, and subscription savings tenure at one point base plus one per year to a cap of 17.

Dependants carry the heaviest weight for the least elapsed time. A household of six reaches the 35-point maximum immediately, while fifteen unbroken years of non-ownership are required for 32. Because every component saturates, a single applicant with no dependants cannot exceed 49 points however long they wait — below the winning scores at competitive Seoul developments.
The system replaced a lottery in 2007 after evidence that random allocation of below-market housing was capturing investors rather than first-time occupiers.
